Nmap triples syn requests with -PS option (ipv6)

All,

New on the list, I've started working with IPv6 and the security tools
for the protocol.

The problem I come to you all with is nmap, from a windows 2003 box to
windows 2003 box using the -PS option I get 3 packets per ports scanned,
the scan takes 921 seconds for ports 1-1024 on a single host. Now
against the same box on ipv4 less then 2 seconds and only 1 packet per
port, from a Linux box against the same host ipv6 and v4 only 1 packet
per port, and scan takes less than 2 seconds. Why?
