I would use a Document Management System, which will provide him everything he needs in terms of security and probably a lot more in terms of document management.

There are some good opensource ones, and sharepoint has a free version which we are using and are very satisfied with it. It provides everything your friend needs, and you can encrypt the disk if offline access is a worry.
