Creating an Extensible CTF Lab

Hello Security-Basics, This is my first time using the mailing list, though I've been following the list for quite some time. The university I attend has a very outdated forensics/computer security lab that is in dire need of upgrading. I have seen other programs get large amounts of funding for upgrades once a solid plan was developed and costs were outlined. I would like to see my university upgrade their forensics lab to include a setup for capture the flag exercises. I'm looking for best-practice examples and ideas for establishing an extensible CTF exercise environment. Can anyone point me to any resources that might aid me in developing this plan, or have any advice/considerations on the matter?
