You can create an IPSEC firewall using the built in "Local Security
Policy" snapin.  Once it is created you can export/import it to ease
creation on multiple machines.  You can also connect to a machines
IPSEC firewall remotely using Microsoft MMC IpSecurity snapin.  I've
used this on 2000, 2003, XP, and Vista.

What OS are the laptops? Windows Firewall is free and can be managed and
administrated centrally via Group Policy...not going to help if you're
laptops are Linux or Macs though.
