I am confused. Are you looking for a PKI or a ERM (Enterprise Rights
Management) solution? If it is ERM that you are looking for, then
there is no free stuff. However if you have Windows environment, you
may be able to use Windows Rights Management Services. It has a its
limitation, and is mainly designed for right management on documents
produced by MS Office Suite.
