If you want to specify every traffic to a specific range of ports then you can do this. outgoing traffic (normally) is more lenient the important part that you need to look at is the incoming (not unless you also want to protect your firewall against those that are behind it (internal LAN) both way works it's just the level of complexities you want to put in that makes it more strict.
