Does MS07-025 Apply to Outlook 2003?

According to http://www.microsoft.com/technet/security/bulletin/ms07-025.mspx machines with Outlook 2003 ONLY are not 
vulnerable.  However, KB934180 states Outlook 2003 IS vulnerable (http://support.microsoft.com/?kbid=934180).

Microsoft Baseline and Retina both detect Outlook 2003 as vulnerable.
