If you are on a Windows Network, then just apply a logon policy agreement message through active directory.  When the 
user does an Alt-Ctrl-Del to login, it will pop up a dialog stating your network policies, and they must agree with 
them in order to login.  This makes sure the user doesn't come back and say he didn't know the policy.

Simply update your company usage security policies and state that if users are caught modifying their workstations to 
subvert your controls, installing unauthorized security/hacking utilities, they will be fired.
