If you don't have much security experience, start with the Security+, then the CISSP. The CISSP isn't necessarily for management, but security consultants. Both are vendor neutral certifications. And as far as how much weight each one has, I think anyone you asked would say the CISSP definitely has more weight in the industry. good luck.
