Raj, You need to start with your router configuration, both software and hardware. Cisco provides several VPN/tunnel options, each with different behavior. IPSEC tunnels encapsulate the data differently from GRE tunnels. The following link will answer your questions. If you can be more specific you will probably get more specific links. Things that help are what kind of VPN tunnel? What kind of routers? What level of encryption?
