I believe it depends on the threats you are trying to counter. Yes Governments have long asked for full disk encryption (FDE), to protect data at rest (ie the system being powered off), but these are usually stand alone systems. For a connected system you need to add an additional layer, so you can connect to other networks - say roaming email internet connectivity, here you want to protect your not internet authorised data secure and to prevent internet based attacks accessing it while you are online. Thus to be really secure, you need to look at a two factor FDE solution with data vaults on the system controlled and opened with separate media. Personally, I use boot protection, FDE and vaults for mobile systems.
