The answer is in your question. The syllabus is mentioned in the SANS Website itself. 
http://www.sans.org/training/description.php?tid=242 shows the syllabus for GCIA.

Yes Sir, Challenge means taking certification without training. Okie now your question is, why is it called challenge, 
and what if people take just a course and take the exam later. If a student takes the course and takes the exam later 
then he is an alumni. Here alumni is slightly different from alumni in schools. It just means you have taken the course 
in some conference and taking the exam in delayed fashion. So the advantge of registering as alumni is your exam is 
$500 instead of $800. If you take the exam along with the conference then your exam is $300 for 6 day conference. 

When you find an exam in GIAC website, please check for TRAINING drop-down menu in the SANS.org website and in that 
check for SANS COURSES option, and you can choose.
