I've run into the same problem but over come it using IPSentry. I tossed IPSentry on the remote machine with the dynamic IP and configed it to monitor a www server that I have full access to. When I need to get into the remote machine I open the www's log an locate IPSentry's signature GET\target page. One thing that I've found a little amazing is the frequency in which some broadband ISP's are changing their dynamic clients. I've seen them change three times in a 15 minute interval. I understand it's to stop people from running services from non-business class connections but it's over kill.
