E-mail ID standard

Is anyone aware of a standard for creating e-mail ID's and passwords.

I am in the process of creating a tool to support users when selecting a
password - I'm not sure if the more common password rules will apply to an
e-mail id ...

just trying to get a consensus from the ISP community ...
