192.168.0.0/16(192.168.*.*) is definitly an internal, non-internet 
routable net block, however it could potentially belong to your ISP if 
they are not particularly well configured.  As for element manager, 
presumably its some network management interface for Marconi devices, 
however I have no come across it personally.

Nessus is one of the most fully featured free tools for assessing your 
network, coupled with metasploit, www.nessus.org, www.metasploit.org.
