Cisco ACS and User database

I'm tring to configure our cisco ACS to authenticate LAN users with PEAP. I've configured the windows AD, and with the unknown user policy I can authenticate Domain Users. When I try to authenticate a user configured in the CiscoSecure Database I get an error message: "External DB account Restrictions".
