I'm looking for recommendations on how to generate my own PCKS12 and PFX
format digital certicates?  Do utilities exist for MS Win2K/XP to do this?

http://www.openssl.org is the best site for this, there is also a mailing list on this site where you can ask all these 
questiotions and get very good answers for them

also you can download the precompiled binary of openssl from http://stunnel.org 

 
Since I do not run my own certificate authority, is there a 
public resource
where I can submit my digital certificates to get them assigned some level
of trust?
