Windows 2000 user account backup

Hi list, I have a W2K standalone server (no in any domain for security reasons) with a lot of local user accounts used by our clients. Right now I need to set up a backup server in case the original one fails. Is there an easy way to transfer the user account configuration and permissions associated with some folders?
