Yes, I did understand it, I think

To access the external FTP server, you'd have the following setup:

FTP Client --> Dept Firewall -->Internal Router--> External Firewall --> 
Remote FTP server (Internet)

You must be using the proxy just for web access. You can also check POP3 
e-mail (for example) from your LAN, right?
