Where I work we use scripts we made to do user management, mainly so it can update things across various servers. At the end of the script it sends an email informing everyone that '$USER added $newusername' or something similar. I don't know if what you are after is being alerted in case a malicious user adds an account... that would probably be better accomplished by using something like aide or tripwire against the ~ passwd file.
