It's been the position of the Russian government for some time now that attacks against its information infrastructure are considered attacks with a Weapon of Mass Destruction (WMD). Therefore, they are within their rights to retaliate with any WMD of Russia's choosing = i.e. Hack Russia, Get Nuked.
