I just wanted to throw my two cents in here.  You may want to also
consider looking at CheckPoint's VPN-1 Edge as well as their Enterprise
level firewalls.  The VPN-1 Edge would pretty much meet your minimal
requirements with little room for expansion.  It is an appliance based
solution but you could checkout their enterprise solutions which would
allow for more scalable solutions.
