There is a freeware version of tripwire.  It does not encrypt its database and is very manual to set up, but it is 
still one of the best out there.  Tripwire and its central management would likely cost you less in the long term 
however.  Just look at the maintenance costs in terms of personnel and increased security(because the databases are 
encrypted).
