Tivoli TLM

Our company thinks about implementing Tivoli License Manager (TLM). The main reason is to control the licenses on client pcs, but as a security I am also interested in finding hacking tools on pcs where these tools should not be. Has anybody on this list practical experience with TLM. Does it work? Is it secure?
